Presentation on the 13th Plan
Today, the Members of the National Assembly led by the Hon’ble Speaker attended a presentation on the 13th Five Year Plan by the Office of the Cabinet Affairs and Strategic Coordination (OCASC). The Leader of the Opposition Party was present.
Based on the vision of a “Developed Bhutan”, the Plan centers around Economic, Social, Security and Governance clusters with strategic objectives and Key Performance Indicators(KPI), outcome and outputs for each cluster. The KPIs are formulated based on the principles of Prosperity, People and Progress.
Some of the KPIs are to increase GDP from USD 2.5 billion to USD 5 billion by 2029; GDP per capita from USD 3400 to USD 4,256 by 2029; and by 2029 - create full employment(97.5%) with quality job; - quadruple the income of bottom 40%; - increase life expectancy to 75; - rank Bhutan to top 20 on Trust, Credibility and Integrity indices etc…
There is also an indication that the 13th FYP will make a departure from the normal five year planning cycle to an approach set to give an overall direction to guide socio-economic development over the next 10 years that spans till 2034.
Beside a series of queries, most of the MPs emphasized on the need to pay attention to private sector development, ease of doing business, reliability and consistency on policies etc...
It was followed by a presentation on resource allocation including economic performance outlook, resource envelope, current scenario and key messages and primary concerns on macroeconomic performance.
The involvement of stakeholders in the formulation of the 13th Plan has been applauded by the MPs.
