Legislative Rules of ProcedureHome དཔྱད་ཡིག་དང་ཁྲིམས་བཟོ། ཁྲིམས་བཟོའི་བཅའ་ཡིག་དང་སྒྲིག་གཞི།

Whereas, the Constitution of the Kingdom of Bhutan provides for a Joint Sitting of the two
Houses of Parliament to pass Bills on which the two Houses have disagreements;
Whereas, pursuant to the Royal Message granted to Parliament by the Druk Gyalpo Jigme
Khesar Namgyel Wangchuck to effectively resolve disputes arising between the two Houses of
Parliament;
Recognizing, the need to provide a forum for the creation of as much consensus as possible on a
Bill by bringing together different views of the two Houses of Parliament to facilitate the passing
of Bills;
