A committee shall be established to perform the functions of the National Assembly in a more effective manner. The Committees shall deliberate, inquire, investigate, review, recommend, legislate and draw attention to any important matter of national importance to the Speaker and the House and to give advice for matters connected therewith and incidental thereto. A committee shall work in accordance with its Terms of Reference or for such matters as the Speaker or the National Assembly may direct from time to time.
