Parliamentarians attend the first of its kind virtual training session

The Members of the National Assembly of Bhutan led by the Speaker are attending a 5-day training on Legislative Drafting, conducted virtually, at the Institute for Management Studies Ltd. in Serbithang. The legislative and research staff of the National Assembly Secretariat are also attending the training which will conclude on 7th August, 2020. 


The Secretary General of the National Assembly of Bhutan in his welcome statement emphasized that the training on legislative drafting is pertinent and crucial to promote uniformity in the drafting style and ensure consistency in the legislation enacted by the Parliament of Bhutan.


The very first of its kind with the Parliament of Bhutan, the virtual mode of training will focus on Legislation as a Tool for Regulation; Better Regulation and Alternative Means of Regulation; Legislative Quality: Effectiveness, Clarity, Precision, Unambiguity, Easification and Gender Inclusivity; Amending Legislation; Delegated Legislation and Scrutiny of Legislative Proposals. Dr. Helen Xanthaki, Professor of Law in the University of College London, who is known to be a world renowned expert and an eminent guru on Legislative Drafting is the key trainer. 


The training is one of the activities planned under the INTER PARES - Parliaments in Partnership, a European Union Global Project to Strengthen the Capacity of Parliaments. It is funded by the European Union and implemented by the International IDEA.
