Posted on :24 June 2020

The Speaker, Tshogpon Wangchuk Namgyel, made an official courtesy call to the new Chief Justice of Bhutan, Thrimchi Lyonpo Chogyel Dago Rigdzin, today. During the brief meeting held in the Office of the Chief Justice of Bhutan, the Speaker once again congratulated the Chief Justice of Bhutan on behalf of the National Assembly of Bhutan and introduced his accompanying members and officials.

Tshogpon thanked the Chief Justice for kindly consenting to the request for an official courtesy call. He said that the opportunity for a courtesy call was requested in keeping with His Majesty the Druk Gyalpo’s Address to the Parliament during the Third Session of the Second Parliament wherein His Majesty reminded the need for working together and that it is through extensive deliberations that the best decisions and outcomes shall emerge.

Tshogpon said that our sacred Constitution sets out clearly the rights of citizens and the powers of the Judiciary, Executive and Legislature. However, in order for a democracy to work, it is crucial for the three branches of the state to understand and exercise their power within the limits prescribed by law. Tshogpon suggested that the Heads of Judiciary, Executive & Legislative could meet at least quarterly.

Hon. Tshewang Lhamo, Chairperson of the Legislative Committee raised the need to discuss the legality of the Writ issued by the Judiciary and the Supreme Court’s orders on Legislations. Hon. Choida Jamtsho, Chairperson of the Public Accounts Committee raised the need to discuss settling long pending unresolved audit irregularities due to accountable officials either being absconded or missing were some of the issues.

The Speaker was accompanied by Hon. Tshencho Wangdi (Dy. Speaker), Hon. Dorji Wangdi, Hon. Tshewang Lhamo, Hon. Choida Jamtsho, Hon. Ugen Tenzin, Mr. Duba (Director) and Ms. Kanjur Wangmo, (Offtg. Head of the Legislative and Procedural Division) of the National Assembly Secretariat.
