Third Reading of the Mines and Minerals Bill of Bhutan 2020 continues.

The Third Reading of the Mines and Minerals Bill of Bhutan 2020 was continued today. Before continuing the deliberation, the Chairperson of the Economics and Finance Committee, as directed by the House submitted its recommendations and findings on Section 110 which the House endorsed on consensus.

The House discussed the clauses under the Chapters on: Environmental and Social Risk Management, Mineral Fiscal Regime, Community Engagement and Development, Duties, Immunities and Intelligence, Search, Seizure and Disposal, Appeals and Dispute Settlement, Offences and Penalties and Miscellaneous, along with the recommendations submitted by the Committee.

While deliberating on the Community Engagement and Development chapter, suggestions to allocate certain percent of the benefit from the Mines and Minerals to Bhutan for Life, Bhutan Trust Fund for Environmental Conservation and Health Trust Fund for the benefit of all the people of Bhutan were made. The Committee was asked to review and present its findings tomorrow. The Committee was also further directed to review clauses 143, 145, 155, 156 and the clauses under chapter 14, Offences and Penalties and submit it to the House tomorrow.
