Gross National Happiness Commission (GNHC) presents the 12 Five Year Plan to the National Assembly Members

On the request of the National Assembly,  the GNHC Secretariat team led by the Director, presented the 12 Five-Year-Plan (FYP) to the Members of the National Assembly today.  


The 12 FYP with the objective of a  “Just, Harmonious and Sustainable Society through Enhanced Decentralization” was presented. The presentation covered the 12th FYP Strategic Framework (17 NKRAs), Key Result Areas and Targets of Central Agencies, and Capital Grants Resource Allocation Formula (RAF) for Local Governments,  Common Minimum Infrastructures (CMI); LGKRA wise & sector wise budget allocated by LGs; and budgeting, releases & implementation modality for LGs. The plan period is from 1 November 2018- 31st October 2023 and is aligned with the term of the government.

Questions  were raised  and clarification provided on the rationale for budget allocation and budget allocation formula  to the Dzongkhags, Thromdes and Gewogs. Members also questioned on the strategies to address the issues of Farm Labour shortage, human wildlife conflict and  promotion of rural enterprises.


The 12 FYP will be deliberated and  endorsed in the upcoming First Session of the Third Parliament scheduled from 2-24 January 2019.
