Deliberation on National Budget report concluded

In continuation of deliberation on the budget report, the Chairperson of the Finance Committee presented its report on the sector allocation budget for the FY 2016-17 to the National Assembly today.


Deliberating on the report members raised concerns as to how the Geog Development Grant and Dzongkhag Development Grant could be aligned with the resource allocation formula used for allocating annual budget, so that each Dzongkhag and Gewogs get equal share based on the size, population and poverty level.


Deliberating on the 10 recommendations of the Finance Committee’s report, the house welcomed it recommendation relating to harmonization of different reports by different agencies. While this would help to take timely and accurate decisions,  it was felt that this would come as a administrative burden to the civil servants. The Opposition Leader said that having data would aid in making proper decision and that should not come as much burden to people who always perform that duty.


The other recommendation which ensued heated debate was its recommendation to allocate Nu. 1 million each to Legal Aid, Research in Parliament and Women and Children for the FY 2016-17, the Finance Minister principally agreed to provide the fund with proper need assessment analysis.


Hon Prime Minister suggested that while the recommendations were good it is not necessary to issue any further directives since the government has already started the initiatives with relevant agencies towards harmonizing the reports and the statistics. Hon PM suggested house to give recommendations to government to consult with concerned agencies and not endorsed as resolution.


The recommendation which directs RMA to conduct in depth analysis and feedbacks on the impact of budget on the monetary sector including external account saw thorough discussion. Since RMA is mandated by their Act, the house decided to keep the recommendations.


Following thorough deliberation on the all recommendations of the Finance Committee report, the house endorsed all recommendations  with minor amendment except 9 which was omitted. The member-incharge for National Budget for Financial Year 2016-17 will move motion to endorse on 13th June 2016.


Hon Speaker on behalf of National Assembly put on record the hard work of Ministry of Finance, Stakeholders who attended meeting, Committee members and the Secretariat staffs for producing well analyzed report and presenting to NA for fruitful discussion.
