The Parliament passes the Jabmi (Amendment) Bill of Bhutan 2014

The Chairperson of Joint Committee presented its report on the 23 disputed clauses of the Jabmi (Amendment) Bill of Bhutan 2014 to the Joint Sitting of the Parliament today. The House after a thorough deliberation on few sections passed the Bill with 60 Members voting in favour of the Bill while 3 Members voted ‘No’. There were a total of 63 Members present during the voting. 

 

Expressing his dissenting opinion, the Member from Pangbang Constituency submitted that the provision of Jabmi Tshogdey making recommendation to the National Judicial Commission/ Royal Judicial Council for the appointment of Drangpons from among eminent jurists would undermine independence of three arms of government, since there is already adequate provision for appointment of Drangpons in the Constitution.
