The Joint Committee for Royal Bhutan Police (Amendment) Bill 2021 is consulting the relevant stakeholders. Yesterday, the Committee held a meeting with the Hon’ble Prime Minister and Hon’ble Minister of Home and Cultural Affairs, and other government officials to understand the government’s stand on the Bill.
The Meeting had extensive discussion on nine clauses that the National Council and National Assembly could not reach a consensus in the last Parliamentary Session. These clauses include prosecution by the police, status of the Royal Bhutan Police compared to other armed forces, crime prevention activities, and reformative measures in the prisons.
The Meeting also discussed a wide range of issues concerning Legislative Rules of Procedure. The consultation reached an understanding that the Rules need to be interpreted and executed uniformly.
The Committee will submit its recommendations to the Joint Sitting of the Parliament in the upcoming winter session for further deliberations.
