Follow-up report on the resolution of the 6th Session regarding commencement of the construction of the South-East-West highways

The Minister for Works and Human Settlement today presented the status of the construction of South-East-West highways on the resolutions of the 6th Session of the Third Parliament.

The resolution was based on the motion moved by the member from Khar-Yurung constituency who moved for the immediate commencement of construction of South-East-West highways; Nganglam to Dewathang to Gelephu to Panbang, Lhamoizingkha to Sarpang Highway. 

The Minister reported that the Ministry had entrusted the construction of the Dewathang-Nganglam road to Project Dantak, who awarded the contract for consultancy services for feasibility study and preparation of a Detailed Project Report (DPR) of the uncut portion from Chokhorling to Dewathang (km 24 to km 68) to an Indian consultancy firm in March 2020. However, due to the pandemic, it was delayed. He reported that the consultant is currently carrying out the detailed survey and the DPR and it is expected to be ready by the end of June 2022. It was also informed that for the other stretch of the Dewathang-Nganglam highway from Chokholing to Nganglam, Project Dantak is carrying out the DPR and it is also expected to be completed by the end of June 2022.  The House was informed that Nu.100 million is earmarked for the construction of the Dewathang-Nganglam road in the 12th FYP under Government of India (GoI) project tied assistance (PTA).

Regarding the construction of the road from Gelephu to Panbang, the Minister reported that a secondary national highway from Gelephu to Tarathang which falls on the way towards Panbang had been completed but the road from Gelephu to Panbang is not a priority as of now as there is another internal highway connecting these two place through Tingtibi. The Minister also submitted that the construction of the road from Lhamoizingkha to Sarpang had been de-prioritized from the 12th FYP. However, the Minister said that the road was socio-economically viable and that it should be taken up at the earliest.
