Good Governance Committee conducts consultation meeting with the Anti Corruption Commission (ACC) regarding human resource issues

Following the decision of the Sixth Session of the Third Parliament, which entrusted the Good Governance Committee to carry out a study on the issue of manpower and high attrition rate of employees in the Anti-Corruption Commission (ACC), the Committee on 14th January 2022 held a consultation meeting with the Chairperson, Commissioners, Director and Specialist of the ACC.

The Chairperson of the Good Governance Committee, Hon’ble Tenzin from Khatoed Laya constituency said that the consultation is aimed to discuss the issues raised by the Commission in recruitment and retention of staff and to explore possible means to resolve the perpetuating issue. The human resource issue of the Commission has been repeatedly highlighted in the Commission’s Annual Reports.

The Chairperson ACC emphasised that in order for the ACC to  fulfill its mandate efficiently and effectively,  it is imperative to delink ACC from the RCSC, which would provide operational flexibility in terms of human resource management. 

Possibility of  alleviating the human resource issues in case the  ACC is provided with complete operational independence was also discussed along with the readiness of ACC. The pros and cons that come with the complete operational independence of the ACC were also explored. The Committee in the afternoon also met with the ACC officials from various positions to consult on the same.   

The Committee plans to consult the Royal Civil Service Commission very soon.
