National Assembly Members prepares for Constituency Visit

The Members of the National Assembly of Bhutan in preparation for their constituency visits met and consulted respective Dzongkhag focal officers from the Gross National Happiness Commission from 30th - 31st December. The two days program is aimed at assessing the status of the 12FYP plans and activities both physically and financially of both the central and Local Governments in their respective constituencies. This is expected to enhance the oversight function of Hon. Members of Parliament while at the same time, fostering a platform for better coordination and collaboration between Parliament and the Government. 

During the course of the program, the focal officers from the GNHC presented Dzongkhag and Gewog profiles, plans and programs, and resource allocations. Progress updates of the 12FYP implementation, status of ongoing activities, and other underlying issues were discussed in these cluster meetings. The discussion also delved into the strengths and weaknesses of each local government and centrally executed plans and programs in respective LGs among others. 

The MPs in their constituency and as mandated will visit the sites to assess the quality of the activities.

Concerns have been raised on the optimization of the financial autonomy granted as a Block Grant to the LGs. While the grant initiative is desirable keeping in line with the decentralization, it is felt that the opportunities, issues, and challenges have to be studied and remedied in time. The assessment of the implementation of grants will be presented to the members at the earliest. 

The program is conducted as per the decision of the Post Session Plenary held on 28th December following the conclusion of the Sixth Session of the Third Parliament.
