Deliberation on the Framework Agreement on the Establishment of the International Solar Alliance

The House today deliberated on the Framework Agreement on the establishment of the International Solar Alliance (ISA). The Agreement was introduced to the House by the Minister for Economic Affairs.

The Minister submitted the potential benefits of joining the ISA such as promotion and development of solar technologies in the country, benefits through a variety of arrangements in the form of assistance for undertaking studies & assessments of projects and programs, investment mobilizations, technical backstopping, and knowledge sharing.  The Minister also reported that the Ministry of Economic Affairs has conducted the Final National Interest Analysis and stakeholder consultation on the membership of Bhutan to ISA.

The House deliberated on the advantages, disadvantages, social, economic, cultural, and environmental implications of the Framework Agreement and supported all the 14 Articles of the Framework Agreement.

The Framework Agreement on the establishment of the International Solar Alliance aims to collectively address key common challenges to the scaling up of solar energy in line with their needs. The ratification of the Framework Agreement is scheduled tomorrow.
