Ambassador of Egypt calls on the Hon Speaker

The Ambassador of Egypt H.E. Mr. Hatem El Sayed Tageldin called on the Hon Speaker Jigme Zangpo on 6th March, 2015 at the Gyelyong Tshokhang. Ambassador Hatem expressed that he was honoured to have been granted audience by His Majesty the Druk Gyalpo. Discussing on possible areas of cooperation, the Ambassador expressed that Bhutan and Egypt could have parliamentary exchange programmes in the future.

National Assembly launches its new website and the Strategic Development Plan

The National Assembly of Bhutan launched its new website and the Strategic Development Plan for the period 2014-2018 on 14th January 2015. The occasion was graced by Hon’ble Speaker Jigme Zangpo and attended by Hon’ble Members of Parliament, UN Resident Representative, UN Officials and staff of the National Assembly Secretariat.

Public Accounts Committee presents report to the Joint Sitting

The Public Accounts Committee (PAC) presented its report to the Joint Sitting of the Parliament. The committee’s report consisted of reports on strengthening of PAC, accountability issues, performance audit on medical waste management and report on the Auditor’s General’s advisory series on procurement of consultancy services among others.

Joint Sitting passes the Local Government (Amendment) Bill

The Joint Sitting of the Parliament passed the Local Government (Amendment) Bill 2014. Out of 60 Members present, 55 Members voted in favour of the Bill to be passed and five Members voted ‘No’ while none abstained from voting.

Re-deliberation on Bills conclude in the National Assembly

The House re-deliberated four Bills on the recommendations made by the National Council. The re-deliberation on the Local Government Member’s Entitlement Bill concluded but five sections of the Bill could not be endorsed as recommended by the National Council. One of the sections which were not endorsed is section concerning the entitlement of leave by Tshogpas.

Thimphu-Trashigang Highway widening will not affect other developmental projects

In the last question hour for this session, the Member from Kilkhorthang-Mendrelgang constituency asked the Prime Minister whether or not the double lining of Thimphu-Trashignag highway would affect other developmental activities. The Member expressed that the double lining work in question would cost Nu.6 billion and was not included in the plan.

The National Assembly passed the Parliamentary Entitlement (Amendment) Bill 2014 after 35 Members voted ‘Yes’ and Three Members voted ‘No’ while two Member abstained from voting.

Women & Children Committee presents report

The Dy. Chairperson of the Women & Children Committee presented a report to the House based on the tour undertaken by the committee to seven Dzongkhags earlier this year. It was reported that during the tour various schools, hospitals and centers related to children’s welfare were visited.

Local Government Members Entitlement Bill

The House deliberated on the recommendations made by the National Council on the Local Government Members Entitlement Bill 2014. One of the major deliberations ensued on section 15 which provides entitlement of mobile voucher allowance to Gups and Thrompons. The National Council has however recommended that a Member of the Local Government should be entitled to a mobile voucher allowance as per the approved amount and the entitlement should not…....

Jami (Amendment) Bill introduced in the National Assembly

The Minister for Home & Cultural Affairs introduced the Jabmi (Amendment) Bill of Bhutan 2014 in the National Assembly. The Bill which is going to be the amendment to the Jabmi Act of 2003 has 11 sections. The main contents of the Jabmi (Amendment) Bill are the composition of Jabmi Tshogde and Jabmi Thuentshog.

Human Rights Committee presents report to the House

The Chairperson of the Human Rights Committee presented its report to the House. The Chairperson informed that the report was mainly based on the review conducted on human rights issues pertaining to declaration of the identity of loan defaulters in media and issues pertaining to Drayangs. He also reported that the committee visited and reviewed the status of Dawakha Open Air Prison and the Youth Rehabilitation Center in Tsimasham.

The House re-deliberated on the Parliamentary Entitlement (Amendment) Bill 2014 and endorsed the recommendations made by the National Council. One of the major recommendations made by the National Council was on section 20 which entitles every Member of Parliament to a lump sum amount to purchase a vehicle, exemption of customs duty & sales tax for purchase of vehicle not exceeding 3000 cc, a monthly driver allowance and a monthly…....

During the question hour, the Member from Gelephug constituency questioned on when the road between Lhamozingkha and Sarpang would be constructed. The questioned was asked amid the rise in abduction of Bhutanese people along the southern borders.
