Joint Sitting of Parliament deliberates on proposal for declaration of Thromdes

The joint sitting of Parliament was convened today to deliberate on the proposal for declaration of Dzongkhag Thromdes and Dzongkhag Yenlag Thromdes. The Royal Kasho granting assent for the deliberation on this agenda was read out by the Secretary General of the National Assembly.

On behalf of the Opposition party, the Member from Kengkhar-Weringla constituency moved the motion to discuss unemployment issues in the country. He said that the unemployment problem in the country has become a crisis and proposed that the government needs to consider this as an important issue and come up with appropriate solutions.

National Assembly passes the Enterprise Registration Bill

The National Assembly passed the Enterprise Registration Bill of Bhutan 2015 with 39 Members voting ‘Yes’ while two Members voted against the Bill being passed. There was a total of 41 Members present during the voting.

Deliberation concludes on the Enterprise Registration Bill

Continuing the deliberation on the Bill, the House saw many submissions on section 29 which states that if any license, sector clearance, permit or authorization is necessary for the conduct of the intended business of the enterprise, the issue of the Certificate of Registration under section 27 shall not affect the need for such sector clearance, permit or authorization. House passes the Jabmi (Amendment) Bill

The House passed the Jabmi (Amendment) Bill of Bhutan 2014 after 36 Members voted in favour of the Bill to be passed while one Member voted ‘No’. There were a total of 37 Members present during the voting. Expressing his dissenting opinion, the Member from Tashichholing constituency submitted that he could not vote in favour of the Bill as it required a person to practice as Jabmi only on completion…....

Third reading commences on the Enterprise Registration Bill

The third reading on the Enterprise Registration Bill of Bhutan 2015 commenced in the National Assembly. Representing the Economic Development & Private Sector committee, Hon Member from Panbang constituency informed that the main objective of the Bill was to establish and maintain the register of enterprises. He added that the establishment of register of enterprises would facilitate availing all other necessary permits while applying for registration as an enterprise.

Human Rights Committee presents report to the House

The Chairperson of the Human Rights Committee, Hon Pelzang Wangchuk presented a report on the implementation status of the resolution of the fourth session related to human rights issues. The report included discontinuance of publicizing the loan defaulters on television, support for youth released from the Youth Rehabilitation Center, issues related to open air prison at Dawakha in Paro and issues related to Drayangs.

Ratifications of International Conventions and Frameworks

The National Assembly unanimously ratified the UN Convention against Corruption (UNCAC) securing a total of 37 ‘Yes’ votes.
The UNCAC contains articles on corruption preventive measures, law enforcement crimes, international cooperation, asset recovery, information exchange and establishes conference of States Parties. The Minister for Home & Cultural Affairs informed that ratification of UNCAC will complement the already existing mechanisms and laws and hence build an effective system of governance.…....

National Assembly to join the AFPPD as a member

The House unanimously resolved to join as a member in the Asian Forum of Parliamentarians for Population and Development. The Hon Speaker informed that although Bhutan was not a member, the AFPPD has benefited the Bhutanese parliamentarians through exchange of experiences with Asian parliamentarians and moreover no membership fees were required to join the organization.

Members of Parliament donate blood

As part of an annual activity, the Ministry of Health organized a blood donation event at the Gyelyong Tshokhang. The event received overwhelming response from the Hon Members of Parliament including the Cabinet Ministers.  A total of 48 Members of Parliament and staff of the National Assembly Secretariat donated blood.

The deliberation on the Jabmi (Amendment) Bill of Bhutan 2014 concluded in the National Assembly. Before the conclusion, the House extensively deliberated on section 24 which provides former Drangpons to practice as Jabmi before the higher court from the court where he or she presided.

Highlights from the 3rd Question Hour

Raising his question, the Member from Bartsham-Shongphu constituency asked on the amount and areas in which the government had managed to secure Foreign Direct Investment (FDI).  The Minister for Economic Affairs responded that since FDI policy was imperative for the country’s economic development, the government continues to emphasize on this policy.  He informed that in the last two years, 16 FDI projects have been approved while preliminary approval has also…....

Minister for Finance presents Annual Budget Report for the financial year 2015-16

As per Article 14 (8) of the Constitution, the Minister for Finance presented the Annual Budget for the financial year 2015-16 and the report on the budget of the previous fiscal year.  The Minister for Finance reported that the total budget outlay for the financial year 2015-16 was Nu.50,713.707 million including both lending and repayment of which current expenditure was 47% and the capital expenditure was 46%.
