....The 3-Day Workshop to understand the Committee Functioning System of Parliament and the Role of Committee Secretaries is underway at Metta Resort in Paro. The workshop is facilitated by five eminent resource persons from Lok Sabha and Rajya Sabha Secretariats of Parliament of India. The workshop is organized by the Secretariats of Parliament of Bhutan with financial supports from the UNDP Bhutan Office.
....The Public Accounts Committee (PAC) organized a presentation from Royal Audit Authority (RAA) on 6th July, 2017 in the National Assembly Conference Hall. The presentations were made on Annual Audit Report 2016 and 6 Performance Audit Reports.
....A high level sensitization workshop on Gender Responsive Planning & Budgeting (GRPB) was organized yesterday by the Parliament of Bhutan in collaboration with the UNDP. The workshop was aimed at sensitizing the Members of Parliament on GRPB which is an important tool towards the empowerment of women.
....The Ninth Session of the Second Parliament concluded today. The occasion was graced by His Majesty the Druk Gyalpo. In his concluding address, the Speaker welcomed and expressed his gratitude to His Majesty for gracing the occasion. The Prime Minister Lyonchhen Tshering Tobgay today presented the annual report on the state of the nation including legislative plans and priorities of the government to the Druk Gyalpo and the joint sitting of parliament as per article 10 (10) of the Constitution of the Kingdom of Bhutan.
....Disengaging of questions on corruption in the recent National Housing & Population Census questioned
The Member from Nubi-Tangsibji constituency questioned on why the questions pertaining to corruption although listed in the questionnaire for the recent National Housing & Population Census (NHPC) 2016 were not asked to the people. The joint committee of the Parliament today presented a brief report on the meetings it held on the Bangladesh, Bhutan India & Nepal Motor Vehicle Agreement. The Member from Tashicholing constituency who chaired the joint committee informed the joint sitting that despite holding five meetings, the committee could not reach a consensus on the BBIN Motor Vehicle Agreement.
The joint sitting today endorsed nine of the 11 recommendations made by the Public Accounts Committee after 52 Members voted ‘Yes’ and three Members voted ‘No’ while nine abstained from voting. There was a total of 64 Members present during the voting. The two recommendations which were not endorsed are revision of guidelines for the Gewog Development Grant and establishment of sustainable trust fund for…....
The Chairperson of the Public Accounts Committee (PAC) who is also the Member from Kabji-Talo constituency presented the performance audit reports to the joint sitting of parliament today. The report was presented after the Royal Kasho for convention of the joint sitting was read out by the Secretary General of the National Assembly in the House.
The House today re-deliberated on the recommendations of the National Council on the budget appropriation bill 2017-18, pay revision report (Money bill) and the fiscal incentive bill 2017. A total of seven recommendations were made on the budget appropriation bill and four recommendations on the pay revision bill. The National Council had, however, revoked the fiscal incentives bill 2017 with four general objections and 10 specific objections.

The Member from Khamdang-Ramjhar constituency who is also a member of the interim committee of the National Assembly on Sustainable Development Goals (SDGs) moved the motion to ensure meaningful engagement of the National Assembly on SDGs. The Member highlighted that the motion was being moved mainly to better engage the standing committees of the House to strategize in mainstreaming the SDGs within the parliamentary mechanism.
....The National Assembly today unanimously passed the Anti-Money Laundering and Countering Financing of Terrorism Bill 2017 after all 44 Members present voted in favour of the Bill.
