The Question Hour for the Ninth Session witnessed 11 Questions today with 8 questions for the Hon’ble Prime Minister and 3 questions for the Minister, Ministry of Infrastructure and Transport (MoIT). 

The Minister for Foreign Relations and External Trade (MoFAET) who is the member in-charge of the Bill moved the motion to adopt the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) today. The House unanimously ratified the BIMSTEC Charter with all the 44 members present and voting, voted in favour of the Charter.

Hon’ble Norbu Wangzom, Chairperson of the Women, Children and Youth Committee presented the review report on the Convention on the Right of Person with Disabilities to the House. 

The National Assembly today tabled the third reading on the Agreement on the Movement of Traffic-in-Transit between the People’s Republic of Bangladesh and the Royal Government of Bhutan and the Protocol thereto. 

The National Assembly today conducted the third reading on the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) Charter. The Chairperson of the Social and Cultural Committee, Hon’ble Yeshey Dem presented the Committee’s 61 recommendations on the Charter of which majority were reported as clerical changes and translations. 

Finance Minister Namgay Tshering presented the Budget Report for the Fiscal Year(FY) 2023-24 including the introduction of the Budget Appropriation Bill for FY 2023-24 and the Supplementary Budget Appropriation Bill for FY 2022-23 to the House today.

The Minister for Industry, Commerce and Employment as the Member In-Charge of the Agreement introduced the Agreement on the Movement of Traffic-in- Transit between the People’s Republic of Bangladesh and the Royal Government of Bhutan and the Protocol for First and Second Readings today.

As the Member In-Charge of the Charter, Hon’ble Minister for Foreign Relations and External Trade introduced the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) to the House today.

The Convention on the Right of Persons with Disabilities was introduced to the House today by the Member In-Charge of the Convention, Minister for Foreign Affairs and External Trade.

The Minister for Industry, Commerce and Employment as Member In-Charge of the Bill introduced the National Digital Identity Bill of Bhutan 2023 to the House today.

The Ministry of Agriculture and Livestock, on behalf of the Minister for Energy and Natural Resources, introduced the Declaration of Biological Corridor (BC) to connect Sakteng Wildlife Sanctuary and Bumdeling Wildlife Sanctuary to the House today.

The Finance Minister introduced the Pay Revision Bill of Bhutan 2023 to the House today.

His Majesty The King graced the Opening Ceremony of Parliament. The Opening Ceremony was also attended by the members of the Royal Family. The Chief Justice of Bhutan, Chief of Army, Chief of Police, government secretaries, constitutional post holders, former ministers and Nyekems, diplomats and UN personnels, college students and trainees also attended the opening ceremony. 

Upon the invitation from the National Assembly Secretariat, students and teachers from Royal Thimphu College, and trainees from the Royal Institute of Management and Institute of Science of Mind attended the Opening Session.  

The National Assembly Members and the Secretariat staff led by the Hon’ble Speaker visited Dechenphu and Lhamoi Goenkhang to offer prayers to Geynyen and Pelden Lhamo seeking blessings for successful conduct and outcome of the upcoming Session.
