Deliberation concludes on the Office of the Attorney General Bill

The deliberation on the Office of the Attorney General Bill of Bhutan 2014 concluded in the National Assembly. Before the deliberation was drawn to conclusion, the House extensively deliberated on the new section proposed by the National Council on filling vacancy of the Office of the Attorney General.

The deliberation on the Office of the Attorney General Bill of Bhutan 2014 continued in the House for the second day. The deliberation began with meticulous study of the eligibility criteria for the appointment of the Attorney General. The Members varied in opinion pertaining to the minimum years of service a person should have to be eligible for appointment as the Attorney General.

The Chairperson of the Good Governance Committee presented the Office of the Attorney General Bill 2014 for the third reading in the National Assembly. The Chairperson informed that except for few sections, most of the amendments made by the National Council was endorsed by the Good Governance Committee.

The National Assembly passed the Office of the Attorney General Bill 2014 after 32 Members voted ‘Yes’ and 4 Members voted ‘No’ while one Member abstained from voting. The Bill was introduced in the House on 14th November 2014 and was deliberated for three days from 19th till 21st of November 2014.

The House resolved not to amend the provisions of the Penal Code on rape

On behalf of the people of Dagana Dzongkhag, the Member from Drujegang-Tseza submitted that a man involved in consensual sex with a girl between the age ranges of 16-18 is charged with rape if the girl later files a complaint to the court. He expressed that it was unfair to the person accused in such scenario and submitted if the House could revisit the relevant provisions of the Penal Code.

The Member from Bartsham-Shongphu constituency questioned the Prime Minister on whether or not the government had prepared a plan or a road map for the national debt and the Indian Rupee reserves. The Minister for Finance presented reports on the implementation status of the resolutions of the 3rd Session of the 2nd Parliament on vehicle quota, budget allocation in the Supplementary Budget Appropriation Bill to address unemployment issue, amendment of Personal Income Tax and on the withdrawal of government pool vehicles.

The National Assembly of Bhutan is deeply saddened to hear of the passing of Mr. Sonam Dhondup Dorjee. Sonam had served as the Member of Parliament in the National Assembly of Bhutan from Khamdang-Ramjar Constituency from 2nd August 2013 to 1st August 2018.
