The Chairperson of the Joint Committee on Mines and Minerals Bill of Bhutan, Hon’ble Kinley Wangchuk (National Assembly Member from the Athang-Thedtsho Constituency) on behalf of the Joint Committee recommended that the Mines and Minerals Bill of Bhutan 2020 be deferred in the Joint Sitting today.

Today, the Joint Sitting of the Parliament continued the deliberation on the Review Report of the Public Accounts Committee on the Performance Audit Reports. The House deliberated on the last three review reports; Review report on Review of Judiciary System and Practices, Performance Audit Report on Urban Planning and Development in Thimphu Throm, and Performance Audit Report on the Road Maintenance Works.

After the Secretary General of the National Assembly of Bhutan read out the Royal Kasho to hold the Joint Sitting of the Parliament, the Chairperson of the Public Accounts Committee (PAC), the Member of National Council from Paro, Hon’ble Ugyen Tshering presented the Committee’s Review Report on the Performance Audit Reports to the Joint Sitting of the Parliament today.

A total of nine oral questions were raised to the Ministers in Group C during Question Hour today.

Four questions to the Minister for Finance were regarding the reduction of parking fees at the Thimphu Thromde Parking areas, provision of personal loans to civil servants above Nu. 500,000, and on the issues related to  CSI banks.

Of the Six Questions raised to the Ministers in Group A today, one of the questions raised to the Minister for Information and Communication was on the Government’s initiatives to ban/prohibit the popular online PUBG game due to its huge psychological impacts, and inconvenience and disturbance on the youths while studying.

National Assembly Adopts the Budget Appropriation Bill for the Financial Year 2021-22 and the Supplementary Budget Appropriation Bill 2020-21.

The National Assembly today adopted the Budget Appropriation Bill for the Financial Year 2021-22 for a sum not exceeding Nu. 80,483.150 million which includes a current expenditure of Nu. 35,598.664 million, Nu. 38,320.671 million capital expenditure, Nu. 5,654.415 million for repayment, and Nu. 909.400 million for on-lending with all Yes Votes from  38 Members present and voting.
