Civil Liability Bill

The House continued the plenary today on the Civil Liability Bill to delve further into the Liabilities and Remedies. Since the bill of its first kind in Bhutan and many countries across the world do not have it and the genesis of the bill is from negligence, it demanded lengthy in-house deliberations. The outcome of the plenary will be submitted to the session for endorsement.

Pay Structure Reform Bill adopted

The National Assembly today adopted the Pay Structure Reform Bill of Bhutan 2022. The Member in-Charge of the Bill, the Hon’ble Finance Minister moved the motion to adopt the Bill and reiterated that the Bill’s purpose is re-structuring the existing pay and allowances, not an increase.

Third Reading of the Pay Structure Reform Bill goes into the third day

As per the directive of the House, the Chairperson of the Economic and Finance Committee reported back with the Committee’s review on sections 54 and 63. The Committee recommended a total of Nu.40,000 carriage charges for personal effects during transfer and retirement to all public servants irrelevant of their post.

Before the Finance Minister moved the motion to adopt the Property Tax Bill of Bhutan 2022, the Committee presented its review report on Section 22 and Sections 43, 46, and 50 under Appeal Procedure.

Members visits the newly consecrated Wangduephodrang Dzong

Members and the Secretariat staff of the National Assembly of Bhutan led by the Hon’ble Speaker visited the newly consecrated Wangduephodrang Dzong today. The Hon’ble Members were warmly received by Wangdue Lam Neten, Dzongdag and Dzong Reconstruction Officers.

The National Assembly of Bhutan today adopted the Tax Bill of Bhutan 2022 with the Member In-charge of the Bill, the Hon’ble Finance Minister moving the motion to adopt the Bill. The Bill was passed with 45 Yes and 1 Abstain from 46 Members present and voting.

The House today continued the deliberation on the Property Tax Bill of Bhutan 2022. On the directive of the House to explore adding a new section after Section 8 under Land Tax, the Legislative Committee submitted that definition of the taxable land which states that the “Taxable land value” is equivalent to the value of the land determined based on the compensation rate published by the Property Assessment and Valuation…....
