if the aim of the bill is to streamline and the minerals extraction process, then the requirement of consent of the community is antithetical. community or individuals with self interest will never give consent, such as the recent case where a community in Samtse is refusing clearance. it is better that the government has the final say, as mines and minerals are property of the government. however the concerns of the people must not be neglected. public hearings and consultations must be conducted meaningfully and issues of the affected community must be addressed, but the government should have the final say. environmental mitigation and restoration, compemsation must be considered instead of letting the people hold the card of giving consent. a provision addressing the same would be better.

I am not comfortable with the definition of the value addition. It is subjective and I feel it should defined explicitly instead of leaving it as\\\" technically and economically viable\\\".furthermore is it necessary to have authority in place? Dgm is competent enough and govt agencies should be able to monitor the mines instead of having authority. Appointment of authority and it\\\'s board can be rigged in future and I believe DGM/Moea should be the implementing authority and interpretation can be done by supreme Court.

1. All miners should pay back to community in form of better health facilities, school, roads connectivity and cooperative farming services to them! Which shall be holistic way of approach!
2. Miners books of accounts should be throughly audited by RAA annually, RMA shall check the remittances to Bhutan, trade. Officials shall provide the export figures as well should be matched! Most of miners having accounts in India maintain to divert sum of huge chunk of amount in form. Inr! !
