The Parliament resolves on Thromde A & B while Yenlag Throm fails to secure ¾ majority
The Minister for Works & Human Settlement informed that with the economic development and expansion of urban areas, more people were expected to migrate to urban places. He also emphasized on the importance of identifying Thromdes as per the constitution and added that most of the Thromdes were not new but those which were gradually expanding.
A presentation was also made by the Ministry for Works & Human settlement on the maps indicating the boundaries of Thromdes & Gewogs in 20 Dzongkhags. Following the presentation, the Parliament deliberated and resolved on Thromde A which constitutes the urban areas of Thimphu, Phuentsholing and Gelephu. It was also resolved that there shall be a Dzongkhag Thromde for all 20 Dzongkhags after 66 Members voted ‘yes’ in favour.
The Parliament further observed extensive deliberation on the establishment of Yenlag Throm. Most of the Members put forth and emphasized on the importance to have Yenlag Throm in every Dzongkhag. However, the Ministry had identified only 8 Yenlag Throm. Deliberating on the subject, the Minster for Economic Affairs propounded if more Yenlag Throm could be identified as per the Local Government Act and in consultation with the Local Governments. The Chairperson of the National Council and the Members of the Opposition also expressed that as per the Constitution, at least one Yenlag Throm was required in every Dzongkhag and therefore consultation was needed with the Local Governments for the identification of more Yenlag Throm.
Consequently, the decision was put to vote and 53 Members voted 'Yes' for the 8 Yenlag Throm identified by the Ministry failing to secure ¾ majority as required by the Constitution. The Parliament resolved that the deliberation on the identification of Yenlag Throm through out the country will be held in future in consultation with the relevant Ministries and Local Governments.
