Our Strategic Goals & Objectives |
|
We are conscious that we over the coming years will be facing the challenge of delivering services with greater efficiency, effectiveness and quality; yet we operate within resource constraints. Our mission and vision represents an important guide in our process of reviewing our role and services, and helping us prepare to meet the demands of the future.
With a focus on efficient and effective professional services, we want to convey that we strive for high quality, relevance and timeliness in our service delivery, while also taking into consideration the cost to the Bhutanese public. Inherent in our mission and long-term goals lie an aim of using strategic planning and results-oriented management principles as means to develop into a highly capable organisation that delivers needed and appreciated services in a cost-efficient and cost-effective manner.
Our vision is linked to the national goal of Gross National Happiness. In this plan we have strived to bridge the values of good governance in Gross National Happiness with the vision of development. The illustration below serves as a point of reference for the guidelines presented in this strategic plan. Our services shall be characterised by the values of good governance and contribute to increase the democratic access to resources, knowledge and participation in our new parliamentary democracy. We feel that our vision expresses a consciousness of the role of the Secretariat in unfolding our new democratic constitution and contributing to our national goal of Gross National Happiness.
Our Values
In our work we strive to uphold the following values.
Impartiality: by being impartial and non-partisan in all our services and maintaining a professional and objective approach to our work
Client focus: by being responsive to the needs of the National Assembly, the Speaker, its committees and members, and the general public
Results-orientation: by anticipating and preparing for change, and in particular those to be introduced through our constitutional process
We also fully subscribe to the overriding three pillars of Good Governance, which are:
Efficiency: by using the resources allocated to us responsibly and cost-effectively;
Accountability: by monitoring and reporting on our achievements and by being fully accountable for our actions to the National Assembly; and
Transparency: by providing the public with access to our plans and priorities and by preparing and publishing an Annual National Assembly Secretariat’s Performance Report.
The figure below illustrates how the values inherent in our national goal of Gross National Happiness have guided us during the preparation of our strategic goals and objectives.
In order for us to achieve our mission in a rapidly changing political environment, we have developed and agreed to a set of strategic goals and a number of objectives. Our strategic goals are more specific than our mission statement, but remain general enough to stimulate creativity and innovation. In contrast to the strategic goals, we have decided to formulate our objectives as specific, quantifiable and time-bound statements of desired accomplishments or results. This means that our objectives represent intermediate achievements necessary to realize our strategic goals. We are conscious that our objectives will stretch our capacity over the coming years. However, we feel they are nonetheless possible and that they will result in a genuine improvement in our services while – at the same time - building pride and confidence among our staff.
The Dream & the Challenge
Goal One:
To provide effective and professional administrative support and services to Members.
Goal Two:
To provide the procedural support, advice and research necessary for the effective functioning of the National Assembly.
Goal Three:
To pursue, develop and maintain relationships with regional and international parliaments, parliamentary bodies and organisations.
Goal Four:
To promote public awareness of and participation in Bhutan’s parliamentary democracy.
Goal Five:
To develop and maintain a safe, pleasant and conducive working environment for National Assembly Members.
