Public Accounts Committee Presents Review Report of Annual Audit Report (AAR) 2017 and Review Report on AAR 2010-2016

The Chairperson of the Public Accounts Committee (PAC), the Eminent Member of National Council, Hon’ble Phuntsho Rabten presented the Public Accounts Committee Report to the Joint Sitting of the Parliament today. The Report was presented in two parts: Part One on the Review Report of Annual Audit Report 2017 and Part Two on the Review Report of the Annual Audit Reports 2010-2016. The Chairperson also submitted two recommendations on the Annual Audit Report 2017 to the House.

 

The Chairperson reported that in the review report of AAR 2017 submitted to the 11th Session of the Second Parliament in June 2018, the unresolved irregularities amounted to Nu.4,381.76 million, of which the Royal Audit Authority was able to resolve irregularities of Nu.66.24 million (1.5%) only leaving unresolved balance of Nu.4,315.51 million as of 30/09/2018. Out of the unsolved balance, Nu.3,951.51 million (91.5%) pertained to the Hydropower projects. The Chairperson also reported that the unsolved irregularities in the review report of AAR 2017 pertains to 10 Ministries, 12 Dzongkhag Administration, 40 Gewog Administrations, 9 Autonomous Agencies, 10 Corporations, three Non-Government Organizations and three Hydropower projects.

 

The House also deliberated on the two recommendations from PAC. From the two recommendations, one was based on the recommendations from the RAA on the need for High Standards of Business Ethics and strong accountability culture, and the need to strengthen internal controls on expenditures and to exercise due diligence in procurement. PAC recommended MoF in particular to implement RAA’s recommendations and report to PAC by September 2019. The second recommendation was for MoEA to follow up in the collaboration with RAA on the unresolved irregularities of Hydropower Projects for the perioed AAR 2017 and report to PAC by September 2019.

 

The Joint Sitting of the Parliament will continue deliberation on the Review Report of the Annual Audit Reports 2010-2016 tomorrow and adopt the recommendations.
