Motion to retain the post of Gaydrung in the Gewog Administration.

Posted on :16 January 2019

The Member from the  Bongo-Chapcha  constituency moved the motion to retain the  post of Gaydrung in the gewog administration considering their  important role and responsibilities and the benefits of their services provided to the people.  In addition, the Member moved that the Gaydrungs be regularised under the civil service.

The House generally agreed on the retention of the post of the Gaydrung in the Gewog Administration to strengthen the Local Government. On the regularization of Gaydrungs, Members pointed out that Article  22, Section 19  states that the Local Government shall be supported by administrative  machinery  staffed by civil servants. Till date the only civil servant in the Gewog is the gewog administrative officer. Therefore, it was submitted that there is a need to regularise  Gaydrungs under the civil service.  The Finance Minister submitted that considering the policy of compact and efficient civil service while supporting the retention of the post he said that  Gaydrungs should be considered to be employed either on  contract or para-contract basis.

The House voted on the motion to retain the post of Gaydrung with  40 Yes and 2 Abstain out of 42 Members present and voting. and passed the motion. On the second recommendation to explore the possibility of regularising the post of Gaydrung in the civil service, 25 voted Yes, 8 voted No and 9 Abstained out of 42 Members present and voting and thereby also passing the motion.
