Tenth Session of the Second Parliament Concludes

The Tenth Session of the Second Parliament successfully concluded today. The Concluding Ceremony was graced by His Majesty the Druk Gyalpo and Her Majesty the Gyaltsuen.

 

Addressing the Parliament, His Majesty the Druk Gyalpo said that the duties and functions of parliament are sacred, and of immense significance and importance. Parliamentary discussions cover numerous and diverse issues go beyond personal intentions, benefits and motive. Through these discussions and debates, sharing of knowledge and ideas, collective wisdom emerge to serve the interest of the nation and people.

 

The Parliament also shoulders the important function to ensure adequate check and balance. The Members of Parliament have worked diligently to ensure oversights are corrected and challenges are addressed in a timely manner thorough parliamentary process.

 

The Parliament is also the institution responsible for the important task of balancing the present needs and future goals. At the cross road and process of nation building, the Parliament has played an important role in steering the nation on a path that fulfills our collective aspiration of attaining national self-reliance, peace happiness and prosperity for our people.

 

His Majesty highlighted that noble thoughts and good intents are not enough to shoulder the mandate and responsibilities of the Parliament. Skills and intelligence are also required to fulfill such roles. There is a need for sincerity and dedication that stems from true patriotism to serve the nation and it is important to show outcome and results.

 

With the blessings of the Guardian Deities and under wise guidance of His Majesty the Fourth Druk Gyalpo, support of the 20 Dzongkhags, 205 Gewogs and the people, we are fortunate to witness immense peace and prosperity beyond our expectation. His Majesty thanked the members of parliament for fulfilling their responsibilities.

 

His Majesty the Druk Gyalpo commended the National Council for carrying out its responsibility as the House of Review and further improving the standard of proceedings of the house and raising the quality of political dialogue keeping in mind the national interests. His Majesty commended Chairperson Dasho Sonam Kinga and the members of the National Council for their commitment and dedication in shouldering their responsibility.

 

His Majesty the King also commended the Members of the Opposition Party led by Opposition Leader Dr. Pema Gyamtsho for carrying out their duties and functions in line with the Constitution of the Kingdom of Bhutan and providing healthy opposition while at the same time being supportive when required, providing balance and broader perspective on governance.

 

His Majesty commended the Government and the Prime Minister Dasho Tshering Tobgay for his unflinching dedication and loyalty to the Tsa-Wa-Sum and the Speaker Jigme Zangpo and the Members of the National Assembly for carrying out commendable works.

 

His Majesty the King said that although Bhutan experience as a parliamentary democracy has been short, we have achieved the standard and governance and political maturity that could have taken many years. His Majesty expressed his hopes and prayers that the strengthening of democracy brings greater unity, harmony and prosperity to the nation and fulfills the aspiration of the people.

 

The Prime Minister, Chairperson of the National Council and the Opposition Leader expressed their deep appreciation to His Majesty the Druk Gyalpo for gracing the Concluding Ceremony. They expressed their gratitude to His Majesty the Druk Gyalpo for strengthening peace, security and sovereignty of the country, granting Kidu to the people in form of land to the landless, medical aid to the sick, homes to the homeless, scholarships to the deserving students, granting citizenships and many other Kidu. They expressed their appreciation to His Majesty for further strengthening foreign relations and ties with other countries and deepening relations with our close neighbor, India. Gratitude was also expressed to His Majesty for flourishing Buddhist Dharma under His Majesty’s patronage and reign.

 

The Speaker in his concluding address expressed his appreciation to His Majesty the Druk Gyalpo for working tirelessly for the peace and security of the country, His Holiness the Je Khenpo for presiding over various Buddha Dharma initiatives, development partners, Government of India for their continued support and offered prayers for the long live of His Majesty the Druk Gyalpo, Members of the Royal Family, religious masters led by His Holiness the Je Khenpo and the people of Bhutan.
