National Assembly Adopts the Narcotics Drugs, Psychotropic Substance and Substance Abuse (Amendment) Bill of Bhutan 2017

The National Assembly passed the Narcotics Drugs, Psychotropic Substance and Substance Abuse (Amendment) Bill of Bhutan 2017 with 38 “Yes” votes, 1 “No” vote and 3 “Abstain” out of total of 42 members present and voting.

 

Section 59 of the Bill, is amended to read as “The Board may amend the Schedule or the whole Schedule or quantification of any of the substance deemed to be abused or trafficked, upon the recommendation of the competent technical advisory committee formed under it.” And the new narcotic drug with the medicinal value (Tramadol) is added under Schedule III of the Act.

The Bill was introduced as Urgent Bill and will be transmitted to the National Council.

 

Third Reading of the Audit Bill, 2017

The Third Reading of the Audit Bill 2017 began today. The Bill was introduced in the National Council and passed in the 19th Session of the National Council and transmitted to the National Assembly as per Article 13.5 of the Constitution of Bhutan. The Bill was reviewed by the Legislative Committee and introduced in the National Assembly by the Chairperson of the Legislative on 16 November, 2017 in this Session.

 

Among others, the clause relating to Financial Independence of the Authority were deliberated in detail and it was pointed out that since the provisions were already covered in the Constitution of the Kingdom of Bhutan, Sections 13, 14, 15, 16 were found redundant and therefore deleted.

The House will continue deliberation on the Audit Bill tomorrow.
