DIPD Director calls on the Hon Speaker

The Director of Danish Institute for Parties and Democracy, Mr. Bjorn Forde called on the Hon Speaker Jigme Zangpo on 25th November 2014. The Hon Speaker expressed his appreciation to Mr. Bjorn Forde for organizing a study tour for the political parties of Bhutan to Denmark. Hon Speaker expressed that such study tour will help the political parties outside the parliament to enhance their capacity in strengthening democracy.

Service Conditions Act for Holders, Members and Commissioners of the Constitutional Offices enters third reading

The House commenced its deliberation on the Service Conditions Act for Holders, Members and Commissioners of the Constitutional Offices (Amendment) Bill 2014. The Chairperson of the Legislative Committee informed the House that a consultation meeting was held with the Constitutional Offices and most of them expressed that they were not in favour of the proposed amendment.

House resolved not to amend the Election Act

The Chairperson of the Legislative Committee presented a report on the review carried out on the Election Act of Bhutan 2008. The deliberation began with meticulous study of the eligibility criteria for the appointment of the Attorney General. National Assembly passes the Office of the Attorney General Bill

The National Assembly passed the Office of the Attorney General Bill 2014 after 32 Members voted ‘Yes’ and 4 Members voted ‘No’ while one Member abstained from voting. The Bill was introduced in the House on 14th November 2014 and was deliberated for three days from 19th till 21st of November 2014.

On behalf of the people of Dagana Dzongkhag, the Member from Drujegang-Tseza submitted that a man involved in consensual sex with a girl between the age ranges of 16-18 is charged with rape if the girl later files a complaint to the court. He expressed that it was unfair to the person accused in such scenario and submitted if the House could revisit the relevant provisions of the Penal Code.
