Motion on enhancing House’s engagement on SDGs endorsed

The Member from Khamdang-Ramjhar constituency who is also a member of the interim committee of the National Assembly on Sustainable Development Goals (SDGs) moved the motion to ensure meaningful engagement of the National Assembly on SDGs. The Member highlighted that the motion was being moved mainly to better engage the standing committees of the House to strategize in mainstreaming the SDGs within the parliamentary mechanism.

The National Assembly today unanimously passed the Anti-Money Laundering and Countering Financing of Terrorism Bill 2017 after all 44 Members present voted in favour of the Bill.

Anti -Money Laundering & Countering Financing of Terrorism Bill to be voted for adoption tomorrow

Deliberations on the Anti -Money Laundering & Countering Financing of Terrorism Bill 2017 concluded today in the National Assembly. The Bill with nine chapters include provisions for establishment of financial intelligence department, reporting entity and preventive measures, targeted financial sanctions and confiscation of the proceeds and instrumentality of crime among others.

The deliberations today were mainly held on clause 9 of the Bill which pertains to the tenure of the Director of the Financial Intelligence Department. The Member from Kabji-Talo constituency submitted that the clause was not clear on how many times the Director would be eligible for re-appointment after the five year tenure. The National Assembly today passed the Bhutan Information, Communication & Media Bill 2016 following a voting on the Bill. The Bill received a total of 40 ‘Yes’ votes while one abstained from voting. There was a total of 41 Members present during the voting.

National Assembly passes Fiscal Incentives

The National Assembly today passed the Fiscal Incentives Bill of Bhutan 2017 after 31 Members voted ‘Yes’ while 10 members voted ‘No’ and one abstained from voting. There was a total of 42 Members present during the voting. With the endorsement of the House, the Bill shall be effective from 8th of May this year.

Presenting the recommendations of the House on 77 clauses, the Chairperson of the Legislative Committee who is also the Member from Tashicholing constituency informed that the committee had held numerous consultative meetings with the stakeholders after the Bill was referred to the committee in the last session.

National Assembly passes the Annual Budget for the Fiscal Year 2017-18

The National Assembly today passed the Annual Budget for the Fiscal Year 2017-18 amounting to Nu. 60,777.871 million, Supplementary Budget for the Fiscal Year 2016-17 amounting to Nu.  4,525.552 million taking the total revised budget for the financial year 2016-17 to Nu. 59,227.076 million and the recommendations of the Pay Commission.  Voting on the Annual Budget, 43 Members voted ‘Yes’ and one voted ‘No’ while the supplementary budget was passed…....

Stabilization Fund of Nu.100 million which is set forth to be established during the fiscal year 2017-18 was deliberated after the Member from Bartsham-Shongphu constituency raised doubts on the establishment of the fund.
