Mongolian Foreign Minister visits National Assembly

The Foreign Minister of Mongolia H.E. Mr. Tsend Munkh-Orgil called on the Hon’ble Dy. Speaker Dasho Chimi Dorji earlier this morning. The visiting dignitary was accompanied by Mongolian Ambassador to Bhutan, H.E. Mr. Gongchig Ganbold, Hon’ble Mr. Lkhagvaa Eldev-Ochir, MP and three other officials from the Mongolian embassy based in New Delhi and the Mongolian Ministry of Foreign Affairs.

Civil service medals awarded

The Secretary General of the National Assembly awarded the civil service medals earlier today to Ms. Tashi Dem, Sr. ICT Officer and Ms. Sonam Wangmo, Human Resource Officer with the National Assembly Secretariat. The bronze medals were awarded to the duo for completing 10 years of dedicated service.

National Council endorses the resolutions of the National Assembly on Income Tax & Supplementary Budget

The Dy. Speaker today informed the House that the National Council had deliberated and endorsed the resolutions of the National Assembly on Income Tax (Repeal of Certain Provisions) Bill 2016 and the Supplementary Budget Appropriation Bill for the Financial Year 2016-17. There have been no recommendations or objections on the above agenda from the National Council.

Deliberation concludes on the Public Accounts Committee’s report

The joint sitting today continued its deliberation on the report of the Public Accounts Committee (PAC). Deliberating on the implementation of the resolutions of the sixth session, Members submitted that three of the seven resolutions were not implemented undermining the parliamentary resolutions.

Public Accounts Committee presents report

The Public Accounts Committee (PAC) presented the annual audit reports to the joint sitting of parliament today as per Article 25(6) of the Constitution. The Member of National Assembly from Kabji-Talo constituency who is also the chairperson for the PAC made the presentation which included synthesis of annual audit report 2015 and the follow up of the resolution of the 6th session of second parliament.

National Assembly adopts Trade, Commerce and Transit Agreement with India

The National Assembly today unanimously adopted the Trade, Commerce and Transit Agreement between Bhutan and India. There were a total of 43 Members present during the voting. Following the adoption, the Speaker of the House expressed his appreciation to the government and parliament of India for their support and high regard in adopting the agreement.

House re-deliberates on the Sub-regional Motor Vehicle Agreement (BBIN)

The House re-deliberated on the Motor Vehicle Agreement between Bangladesh, Bhutan, India and Nepal (BBIN). The deliberations were based on 15 point objections transmitted by the National Council which deliberated and voted not to ratify the agreement on 15th of this month. The National Assembly had ratified the agreement during the 7th session of the Second Parliament.

Trade, Commerce & Transit Agreement with India introduced

The Minister for Economic Affairs presented the Agreement on Trade, Commerce & Transit between the Royal Government of Bhutan and the Government of the Republic of India. The Minister informed that the Agreement was first signed in 1972 and it was the fifth time that the Agreement was being revised. National Assembly passes the Civil Aviation Bill of Bhutan 2015

The National Assembly today unanimously passed the Civil Aviation Bill of Bhutan 2015. There were 37 Members present during the voting. The Bill will now be submitted to His Majesty the Druk Gyalpo as per Article 13(6) of the Constitution for Royal assent.

National Assembly passes the Income Tax Bill 2016

The National Assembly today passed the Income Tax (Repeal of Certain Provisions) Bill of Bhutan 2016 after 39 Members voted ‘Yes’ and two Members voted ‘No’ while one Member abstained from voting. There were 42 Members present during the voting.
