BBIN Motor Vehicle Agreement deferred

The joint committee of the Parliament today presented a brief report on the meetings it held on the Bangladesh, Bhutan India & Nepal Motor Vehicle Agreement. The Member from Tashicholing constituency who chaired the joint committee informed the joint sitting that despite holding five meetings, the committee could not reach a consensus on the BBIN Motor Vehicle Agreement.

Joint Sitting endorses nine of eleven recommendations of the Public Accounts Committee

The joint sitting today endorsed nine of the 11 recommendations made by the Public Accounts Committee after 52 Members voted ‘Yes’ and three Members voted ‘No’ while nine abstained from voting. Public Accounts Committee presents its report to the Joint Sitting of Parliament

The Chairperson of the Public Accounts Committee (PAC) who is also the Member from Kabji-Talo constituency presented the performance audit reports to the joint sitting of parliament today. The report was presented after the Royal Kasho for convention of the joint sitting was read out by the Secretary General of the National Assembly in the House.

Recommendations of the National Council on the Budget Appropriation Bill, Pay Revision Report and the Fiscal Incentive Bill deliberated

The House today re-deliberated on the recommendations of the National Council on the budget appropriation bill 2017-18, pay revision report (Money bill) and the fiscal incentive bill 2017. A total of seven recommendations were made on the budget appropriation bill and four recommendations on the pay revision bill. The National Council had, however, revoked the fiscal incentives bill 2017 with four general objections and 10 specific objections.

Motion on enhancing House’s engagement on SDGs endorsed

The Member from Khamdang-Ramjhar constituency who is also a member of the interim committee of the National Assembly on Sustainable Development Goals (SDGs) moved the motion to ensure meaningful engagement of the National Assembly on SDGs. The Member highlighted that the motion was being moved mainly to better engage the standing committees of the House to strategize in mainstreaming the SDGs within the parliamentary mechanism.

Anti -Money Laundering & Countering Financing of Terrorism Bill to be voted for adoption tomorrow

Deliberations on the Anti -Money Laundering & Countering Financing of Terrorism Bill 2017 concluded today in the National Assembly. The Bill with nine chapters include provisions for establishment of financial intelligence department, reporting entity and preventive measures, targeted financial sanctions and confiscation of the proceeds and instrumentality of crime among others.

National Assembly passes the Bhutan Information, Communication & Media Bill

The National Assembly today passed the Bhutan Information, Communication & Media Bill 2016 following a voting on the Bill. The Bill received a total of 40 ‘Yes’ votes while one abstained from voting. There was a total of 41 Members present during the voting.

Deliberation continues on the Anti-Money Laundering and Countering Financing of Terrorism Bill.

The deliberations today were mainly held on clause 9 of the Bill which pertains to the tenure of the Director of the Financial Intelligence Department. The Member from Kabji-Talo constituency submitted that the clause was not clear on how many times the Director would be eligible for re-appointment after the five year tenure. National Assembly passes Fiscal Incentives

The National Assembly today passed the Fiscal Incentives Bill of Bhutan 2017 after 31 Members voted ‘Yes’ while 10 members voted ‘No’ and one abstained from voting. There was a total of 42 Members present during the voting. With the endorsement of the House, the Bill shall be effective from 8th of May this year.

Low voltage electricity in Gamakha and Eusakha villages questioned

 

The Member from Kabji-Talo consitutency questioned the Minister for Economic Affairs on the government’s plan to address electricity disruption faced by people of Gamakha and Euskha Chiwogs of his constituency in Punkha.
