Comments on Bill

the LG leaders are elected for a very important national task : therefore the quality of service must be at par with the national importance we accord to them : therefore their qualification standard must be raised : atleast to a degree holder for a Gups post, while mangmi and others must come atleast to 12 and 10th standard pass respectively : considering the number of unemployed youths we have : its not an impracticable suggestion : the local government and its functioning must resonate with national objectives

Local leader especially Gup should have Minimum qualification of class 12 to run Gewog smoothly. Gup should be capable to award tender and work efficiently to render best service to people.
Without basic education it will be difficult for Gup to move forward in this digital age.
Gup should be able to work with computer and internet facilities.

I think it is high time to set qualification and experience criteria for Gup as they are entrusted with great role and responsibilities for development activities. Minimum of bachelor degree or experience of 5 to 10 years in related field.

The budget utilization from the local government should not be completely independent. The elected MP should have a say in some manner as they\\\'re responsible for getting that fund alloted.
